      <title>Empowering the Transportation Workforce Through Technology Transfer</title>

      <description><![CDATA[This project strengthens Mid-America Transportation Center's (MATC’s) research, workforce development, and technology transfer objectives by supporting undergraduate and graduate student participation in regional and national transportation conferences. Funding will enable students to present MATC-supported research, engage with professionals, and explore career pathways. The project will also partially support the Midwest Innovation & Development in Transportation Symposium (MIDTRANS) in Fall 2027, including a dedicated MATC research session. Additional activities include collaborative technology transfer and reporting efforts with principal investigators and Kansas DOT to advance the deployment of transportation safety innovations and efficiently track KU MATC key performance metrics required by USDOT.

Enhance the capabilities of the four FHWA sponsored software programs and ensure they remain consistent with the latest FHWA technical reference documents. 2. Update the software user manual documentation. 3. Make new software versions publicly available. 4. Develop and deploy technology transfer materials and workshops to test and demonstrate new software content and features. 5. Inform users of the availability of new software versions and features through website postings, email notifications, newsletter articles, conference presentations, and other avenues.]]></description>

      <title>Developing a Roadmap for Ultra-High Performance Concrete (UHPC)</title>

      <description><![CDATA[The objectives of this pooled fund study are to: (1) Facilitate communication and information sharing among member states on the project topic, as well as with participants of the Fourth International Interactive Symposium on Ultra High Performance Concrete (UHPC). (2) Establish a forum for technology and knowledge exchange to enhance the practical understanding of UHPC implementation among member states. (3) Develop a strategic roadmap for future UHPC use and advancements, including the identification of research needs and the formulation of research ideas to be pursued through NCHRP, Pooled Funds, grants and other funding mechanisms.

The anticipated benefits of this pooled fund are: (1) Minimized disruption to the traveling public by reducing the frequency and duration of bridge deck repairs. (2) Lower maintenance costs resulting from the enhanced durability and performance of UHPC wearing surfaces. (3) Improved worker safety through reduced exposure to on-site repair activities due to less frequent maintenance needs.

The participating state departments of transportation (DOTs) will provide input throughout the project and benefit from shared insights into technologies used to date, as well as lessons learned from past projects across various regions. Additionally, they will gain exposure to the latest advancements to be presented at the Fourth International Interactive Symposium on UHPC, which will cover topics including UHPC material innovations, recent applications, and the long-term performance of UHPC-designed structures. Pooled fund participants will attend the symposium free of charge.

      <title>National Road Research Alliance (Phase-3)</title>

      <description><![CDATA[This solicitation is for the continuation of the National Road Research Alliance (NRRA) for another 5 years and to continue to support Veda development to increase efficiency and effectiveness of both efforts. The NRRA exists to strategically implement cooperative pavement research. State agencies, industry, academia, consultants and associations work together to identify problems, complete research projects and implement results. The goal is to help agencies nationwide achieve consistent benefits from real world road research. It also seeks to provide members a forum to discuss issues and an outdoor, real-world laboratory (MnROAD) for evaluating cutting-edge pavement technologies.  The NRRA consists of five project teams: Flexible, Rigid, Geotechnical, Intelligent Construction Technologies, and Preventive Maintenance and is governed by an Executive Committee made up of two representatives from each government agency participating in the study.   Each team activities include prioritization of short and long-term research, development of long-term research test sections at MnROAD and providing input for technology transfer.

      <title>Highway Research and Technology -- International Information Sharing</title>

      <description><![CDATA[Highway authorities world-wide share many common concerns in the planning, design, construction, operation, and maintenance of highway systems. Most developed nations also support programs of research and development (R&D) on highway issues. The potential for information sharing and technology transfer is great. Coordination of research in the United States has focused primarily on technology transfer and information dissemination among the large and diverse community of state and local highway agencies within this country. There is a need to utilize a systematic exchange mechanism to learn from counterparts abroad, where many new developments have been tested and successfully used for highways. OBJECTIVE: The National Cooperative Research Program (NCHRP) 20-36 Project provides a coordinated approach to international information sharing and technology exchange. The project activities have a much broader scope than the typical NCHRP project in encompassing exchanges on all facets of highway technology, policy and management with our international partners. The project’s overall objective is to improve highway safety, development, maintenance and operations through dissemination of innovative technology and successful practices from around the globe. Such process enhances the roles of the American Association of State Highway and Transportation Officials (AASHTO), the Transportation Research Board (TRB) and the Federal Highway Administration (FHWA) in providing coordinated leadership for the exchange of international highway research and development, and provides state departments of transportation with information on practices and technologies that could help accrue technical and economic benefits. ]]></description>

      <title>Video Summary Report (VSR) Production</title>

      <description><![CDATA[The research team will produce Video Summary Reports (VSRs) that promote technology transfer of concluding Texas Department of Transportation (TxDOT) research and implementation projects. The research team will produce short videos (2–5 minutes) informing TxDOT staff and university researchers, as well as others nationwide, about the research and implementation results. The research team will plan and produce an annual Video Summary Report (VSR) production list in cooperation with TxDOT, track the detailed status of each VSR on the production list, schedule and conduct interviews (live and virtual), travel when requested and necessary to obtain B-roll for enhanced video experience, compose and create the VSRs, coordinate all reviews and approvals, and oversee the final publication and distribution of the final products.       <title>Texas Local Technical Assistance Program (TxLTAP)</title>

      <description><![CDATA[The Local Technical Assistance Program (LTAP) is a nationwide effort financed by the Federal Highway Administration and individual state departments of transportation. Its purpose is to translate into understandable terms the best available technology and practices for roadways, bridges, bicycle and pedestrian facilities, and public transportation for city and county roadway and transportation personnel. The Texas Local Technical Assistance Program (TxLTAP) is operated by the Researchers and is sponsored by the TxDOT and the Federal Highway Administration (FHWA). TxLTAP is focused on preserving and enhancing the local road system by delivering quality training and technical assistance to local city and county road agencies in Texas. The training provided through this program will increase the performance of the transportation workers in Texas by ensuring they conduct their duties in a safe, efficient, environmentally sound and cost-effective manner. This program will also allow city and county agencies to maximize benefits from their often limited fiscal and staffing resources. Through training geared to local government circumstances, customized technical assistance, advice provided at events, and a library of resources, TxLTAP provides relevant and impactful information focused on road and bridge/culvert maintenance, the use of traffic control devices, and other techniques to promote traffic safety.

      <title>Transportation Learning Network (2025-2029)</title>

      <description><![CDATA[The Transportation Learning Network (TLN) will be dedicated to excellence in service in the following areas: (1) technology transfer, (2) innovative transportation practices, (3) new processes, initiatives and technology and (4) being the ideal one-stop source for supplemental learning within the state departments of transportation (DOTs).

OBJECTIVES: Due to the geographic nature and related travel costs of the member states, and the cities and counties within these states, many technical topics and innovations would not be delivered or would be delivered to only a small percentage of the staff within these states. TLN is a critical tool in assuring technology transfer to member states, counties, and cities, and that they stay abreast of the latest innovations, initiatives, and research which helps them be more efficient and cost-effective.

SCOPE OF WORK: Through the proposed pooled fund (TLN), the member states plan to research and deliver needed technology transfer topics via distance-based and on-demand methods. On an annual basis, the pooled fund members will develop and identify new topics of technology transfer through coordination of state DOTs and Local Technical Assistance Programs (LTAP). The process will involve an annual assessment of each state’s need for new insights in the areas of construction, design, structures, environmental, maintenance, materials, planning and safety. Additionally, the TLN pool will be aimed at delivering innovative insights into transportation infrastructure management through Every-Day-Counts initiatives. Each year, topics will be proposed and prioritized by the member states and given to TLN for development and delivery. The latest advances in technical programming and innovations from other organizations will also be evaluated for TLN delivery. These organizations will include other DOTs, universities, industry groups such as the American Traffic Safety Services Association (ATSSA), the AASHTO Technical Committee C3, the National Center for Pavement Preservation, the Asphalt Institute, the Associated General Contractors of America (AGC), the U.S. Department of Agriculture (USDA), and others. Technology and best practices exchanges among states will be supported through multi-state roundtable discussions on topics relating to design, construction, maintenance, and materials. The state DOTs will annually prioritize the roundtable topics based on their current and emerging needs. The intent of the roundtable topics is to discuss the best practices, techniques, innovations, successes, failures and recommendations of each state so awareness and implementation insights can be gained by other states. Technology transfer presentations will be delivered in the most appropriate distance-based format of video conference or webinar. The increased demand of working remotely and just-in-time delivery has also been considered and TLN is fully capable of delivering content in this capacity. Recordings will be stored and made available for replay whenever possible.

      <title>Multi-State Assessment of Advanced Mobility Innovation Lab</title>

      <description><![CDATA[This project will consist of testing the implementation of the Advanced Mobility Innovation Lab (AMIL) program in multiple states to reach underserved K-12 students in rural and urban core areas of the southeast. The portable STEM lab will fuse transportation technology demonstrations with project-based STEM activities to expose students to advanced technologies and educate them about the STEM principles used to develop and operate such systems. The project will include the refinement of tools and plans developed in a prior project (R-EWD-1), the enhancement of this partnership with other CR2C2 consortium members along with two test events one in Tennessee and one in North Carolina that includes the demonstration of an autonomous vehicle.  

This project will continue the development of the AMIL program. AMIL’s are mobile STEM laboratories used to demonstrate existing and newly developed mobility technologies and serve as a resource to teach STEM content using advanced transportation technology-themed problem-based learning activities. The concept is analogous to “Bookmobiles” or “Libraries-on-Wheels” that have been used for decades to take books to underserved areas to inspire children to read, but the AMIL program focuses on developing STEM skills rather than reading.

      <title>Vehicle to Everything (V2X) Pooled Fund Study</title>

      <description><![CDATA[The Vehicle to Everything (V2X) Pooled Fund Study (V2XPFS), successor to the Connected Vehicle Pooled Fund Study (CV PFS)), acts as a continuation of the Research Program to Support the Research, Development, and Deployment of System Operations Applications of Vehicle Infrastructure Integration (VII) (TPF-5(389)). TPF-5(389) was a continuation of TPF-5(206) which was initiated in 2009 and was active for nearly 10 years. During that time, the program has been successful in its pursuit to provide technology transfer to aid transportation agencies and Original Equipment Manufacturers (OEMs) in justifying and promoting the connected vehicle environment and applications through modeling, development, engineering and planning activities. As of May 2018, eleven research projects have been completed and four additional projects are currently underway. The new CV PFS will continue the work of TPF-5(389) after that project ends.

OBJECTIVES: To provide technology transfer to state, local, and international transportation agencies as well as vehicle OEMs in preparing for the deployment of connected vehicle infrastructure and to provide input to the AASHTO, SAE, ITE, and ITS America, various working groups and cohorts organized around V2X, USDOT V2X Program, and other national initiatives; To establish a multi-phase program to facilitate research, field demonstration, evaluation, and technology transfer of connected vehicle infrastructure, vehicles, and applications; To aid transportation agencies and OEMs in justifying and promoting the large-scale use of connected vehicle environment and applications through modeling, development, engineering, and planning activities. ]]></description>

      <title>Advanced Bridge Technology Clearinghouse (ABTC) </title>

      <description><![CDATA[The U.S. bridge infrastructure sector faces many critical challenges, including aging structures, growing traffic demands, and environmental impacts. With 42% of U.S. bridges over 40 years old and 7.5% classified as structurally deficient, there is an urgent need for innovative technologies to ensure long-term safety and sustainability. However, despite advancements in bridge technology, their effective dissemination and integration into practice remain significant hurdles. The Advanced Bridge Technology Clearinghouse (ABTC) program aims to bridge this gap by providing a clearinghouse to facilitate the adoption of cutting-edge solutions.
The ABTC is designed as a dynamic and secure hub for advancing bridge-related technologies. Its front-end platform will feature a user-friendly interface that integrates advanced capabilities such as metric-driven prioritization and artificial intelligence (AI)-powered approaches. These tools will enable users to explore, evaluate, and adopt technologies that prioritize sustainability, resilience, and safety, aligning with national priorities like climate change mitigation and economic viability. On the back end, a dedicated pool of experts from industry and academia will provide critical support for the evaluation framework, assessment, and effective implementation of the technologies. This dual structure aims to ensure that the ABTC platform functions as both a cutting-edge resource and a collaborative support system for the application of innovative solutions in the bridge sector.
The program plans to employ a multi-step approach that includes needs assessment, active user engagement, technology exploration, technology evaluations, platform development, and ongoing outreach.  Beyond being a repository of information, the ABTC program is set to become a driving force for transformation in bridge engineering. By advocating for technologies that minimize environmental impact and enhance durability, the platform contributes to a future where bridges are safer, more resilient, and environmentally sustainable.

      <title>No Boundaries Transportation Maintenance Innovations: Phase IV</title>

      <description><![CDATA[State departments of transportation (DOTs) are continually challenged to provide their customers with a high level of service despite tightening financial resources and staffing challenges. Innovation is the key to achieving more with less. By identifying and implementing innovative tools, technologies and practices, DOTs can get a job done faster, better and more cost-effectively and in many cases, safer. The No Boundaries pooled fund is dedicated to helping states save time and money on all aspects of their maintenance-related activities by promoting the adaptation, implementation and broader use of successful strategies, and facilitating opportunities that encourage collaboration and transfer of innovative technologies. Over the first three phases of theNo Boundaries Transportation Maintenance Innovations pooled fund spanning 13 years, member states have benefited from the real-world experiences and knowledge of transportation maintenance peers who have sought to solve similar challenges. In Phase IV, No Boundarieswill continue to assist in and accelerate the successful technology and innovation transfer among state DOTs. The Colorado DOT will serve as lead state and work with other member agencies to streamline the transfer of tried and tested innovations and avoid potential pitfalls that can be time-consuming and costly.
OBJECTIVES: The fourth phase of No Boundaries build upon its work to facilitate and support successful tech transfer of maintenance-related innovations among member states. These efforts will include hosting a twice-yearly in-person peer exchange for state representatives to meet and address their challenges and innovative maintenance solutions, supporting a variety of additional opportunities for learning and exchanging knowledge and developing marketing plans and case studies to document and highlight stories of successful tech transfer. In addition, No Boundaries will continue to build and maintain a searchable online database where maintenance innovations can be found and showcased by all state transportation agencies.
