      <title>Administration of Highway and Transportation Agencies. Understanding and Developing a Behavior-Based Safety Program for State DOT Employees</title>

      <description><![CDATA[Despite significant investments in employee safety policies, training, compliance programs, and safety management systems, state departments of transportation (DOTs) continue to experience incidents with employees that result in injuries, lost time, limited work capability, property damage, and operational disruption. Workplace safety is a mutual priority for the North American Association of Transportation Safety & Health Officials (NAATSHO) and American Association of State Highway and Transportation Officials (AASHTO). While incident reviews can help identify employee decision-making and behavior as contributing factors, employee actions are shaped by the conditions in which work occurs, including supervision, workload, fatigue, resource availability, peer norms, communication, production pressure, environmental conditions, and work design. 

State DOTs have a responsibility to provide workplaces free from recognized hazards while operating in complex, dynamic, and often high-risk environments. A more complete understanding is needed of how organizational systems, leadership practices, and real-world working conditions influence employee safety behavior and decision-making. Research is also needed to identify practical interventions that support safer choices without relying solely on training, communication, compliance, or disciplinary approaches. 

The objectives of this research are to develop: (1) A guide that identifies proven and noteworthy approaches, practices, and interventions that promote employee safety behavior and decision-making, including accountability at all levels. (2) A strategic plan to fill gaps in the state of knowledge regarding DOT programs, practices, and interventions that promote employee safety behavior and decision-making.]]></description>

      <title>Airport Safety Culture and Its Impact on Aviation Safety Management</title>

      <description><![CDATA[The Federal Aviation Administration’s (FAA) final rule, effective April 24, 2023, mandates that certain certificated airports implement and maintain a safety management system (SMS) to enhance operational safety. Central to the success of these systems is a positive safety culture. This concept, emphasized in Advisory Circular 150/5200-37A, underscores the importance of developing a safety-conscious environment and understanding the existing safety culture within airports. Equally important is the need to assess the safety climate—employees' perceptions of safety practices and policies at a given time.

Given the diverse, multi-employer landscape of airport operations—including airlines, ground handling agents (GHAs), fixed-base operators (FBOs), and public safety partners—there are unique challenges in aligning the safety cultures of various stakeholders, each with its own operational practices and regulatory requirements.

Research is needed to bridge the gap between an airport’s intended expectations for a robust safety culture and the actual perceptions reflected in its safety climate.

The objective of this research is to develop a playbook with tools that assist airports in assessing, improving, and sustaining a positive safety climate and safety culture. The research should help airports understand the gap between an organization's intended expectations for a robust safety culture and the actual impact of the organization's safety climate.

Research should focus on the unique multi-employer and multi-regulatory environment of airports, which includes airlines, various stakeholders, GHAs, FBOs, concessionaires, maintenance, repair, and overhaul (MROs), and public safety partners.]]></description>

      <title>Traffic Safety Culture Phase 3</title>

      <description><![CDATA[This is the third phase of the Traffic Safety Culture Pooled fund and will continue to bring interested partners together to find ways to influence behavior and decisions to promote safety for all road users. Traffic safety culture is the values and beliefs shared amongst road users that determine their choice of behavior which affects traffic safety.  Many national agencies and organizations have identified that growing safety culture is a core strategy to moving towards the goal of zero road user deaths and serious injuries. Cultivating a positive traffic safety culture supports traffic safety goals and increases public acceptance of other effective traffic safety programs. 
 
Changing culture takes time to be impactful and to see changes.  To influence change, we intend to implement the research completed in the first two phases and measure to see how the tools are working.  Focusing on implementation during the third phase, we will use focus groups and other targeted approaches to determine if the tools are beneficial or if there are other avenues to impact behavior change.  Readers are encouraged to visit the pooled funds website at Traffic Safety Culture/Montana Department of Transportation (MDT) (mt.gov) to find information on the previous two phases efforts. Over the past two phases, the pooled fund focused on 14 research projects.    
 
Members supporting the Traffic Safety Culture Pooled Fund have worked together to influence traffic safety culture over the pooled funds previous two phases. Any organization interested in participating in the pooled fund is welcome to contribute and become a partner. The pooled fund would benefit from diverse partners joining including new states, the Federal Highway Administration (FHWA), municipalities, organizations road users safety and welfare, and private organizations to name a few examples.

OBJECTIVES: This project is a cooperative effort of participating state departments of transportation (DOTs) and other (traditional and non-traditional) organizations with a vested interest in positively affecting the traffic safety culture. As its third phase, this long-term partnership supports continual evolution and integration through research projects, developed tools, and implementation efforts. Collectively with its last two phases, the efforts completed by this pooled fund continue to develop and deliver tools and services to transform the national, state, and community-level traffic safety culture.]]></description>

      <title>Kentucky Transportation Cabinet Secretary’s Office of Safety ‘Safety Academy’</title>

      <description><![CDATA[Despite the recent expansion of the Kentucky Transportation Cabinet (KYTC)’s employee safety and health program, employee turnover has meant knowledge of the program varies widely among district personnel. District safety coordinators are the primary staff involved in employee safety and health, however, all employees have a responsibility to lead with a safety-first mindset. A recent SPR project (24-56-3) uncovered a significant disconnect between mid-level management and the safety program. As such, Cabinet staff would benefit significantly from a short course training program that educates district safety coordinators and mid-level managers on the safety program, empowers them to take ownership of safety-related issues, and positions them to lead their employees toward a safer and healthier workplace.]]></description>

      <title>Factors Affecting Recruitment Retention and Safety of Commercial Drivers: Supervisory Styles, Safety Culture and Long Work Hours</title>

      <description><![CDATA[Commercial truck drivers are an essential component of the national supply chain ensuring the timely and safe delivery of goods to manufacturers and retail outlets. However, the alarming increase in driver turnover post-pandemic and national shortages in qualified workers in the transportation industry are continuing cause for concern. The present study proposes to develop a model of the factors contributing to driver turnover and retention for use in ongoing recruitment and selection efforts based on a national survey of existing, but satisfied and experienced drivers. Identification of key factors can lead to increased retention of qualified and satisfied workers throughout the industry.]]></description>

      <title>Enhancing Transit Organizational Culture to Improve Employee Psychological Health and Safety, Recruitment, and Retention</title>

      <description><![CDATA[The transit industry has recognized and acted on workforce recruitment and retention issues for decades. However, little attention has been paid to identifying and reforming components of organizational culture that strongly influence recruitment and retention. The current workplace research and literature have focused on various new concepts designed to address retention and employee well-being, safety, mental health, productivity, and creativity. Transit agencies can increase the retention and recruitment of workers by building organizational cultures that support employees’ psychological health and safety. The transit industry would benefit from research examining how this industry and others have begun implementing psychological health and safety, mindfulness-based practices, and similar initiatives. The results of this project need to align with scalable, actionable products.

OBJECTIVE: The objective of this research is to produce a guide for public transit agencies on building a transparent and responsive organizational culture that supports employees psychological health and safety and leads to improved workforce recruitment and retention.

RESEARCH PLAN: This research will produce practical information and interactive products to help transit agencies and other stakeholders implement the study results. Examples of products are fact sheets, toolkits, checklists, a resource guide, training curricula, interactive products and other information-sharing methods. A sustainability plan for the ongoing use of the products should be included. The research should, at a minimum: (1) Define organizational culture and explain its importance to the success of the transit industry and how that impacts employee well-being, recruitment, and retention efforts. (2) Review literature summarizing current practices to support culture transformation leading to improved employee well-being. These practices may include efforts to improve psychological safety, mental health wellness, and emotional well-being.
(3) Identify, define, and quantify (if applicable) the relationship between psychological safety and an organization's culture. (4) Identify and evaluate innovative approaches and best practices from transit and other industries that have resulted in an organization's cultural changes supporting employee well-being, recruitment, and retention. Based on the findings, make recommendations. 

The research plan shall be divided into tasks that detail the work proposed in each task. The research plan shall describe appropriate deliverables (which also represent key project milestones) including, at a minimum: (1) Interim report and panel meeting. The interim report should include the analyses and results of completed tasks, an update of the remaining tasks, and a detailed outline of the final research product(s). The panel meeting will occur after the panel review of the interim report. The interim report and panel meeting should occur after the expenditure of no more than 40 percent of the project budget. (2) Draft report. (3) Final report. (4) Technical memorandum titled “Implementation of Research Findings and Products”.]]></description>

      <title>Administration of Highway and Transportation Agencies. Harnessing the Safe System Approach to Improve Traffic Safety</title>

      <description><![CDATA[The Safe System (SS) approach is a holistic and comprehensive approach for addressing traffic safety for all road users, considering the elements of safer people, safer roads, safer vehicles, safer speeds, and post‐crash care. While state departments of transportations (DOTs) primarily focus on transportation infrastructure, the SS approach considers a shared responsibility among all transportation agencies and road users. State DOTs currently collaborate with a number of organizational stakeholders outside the highway and road infrastructure disciplines, such as planners, public safety officials, industry and professional organizations, academia, and advocacy groups. The SS approach involves all stakeholders considering the SS elements as a whole during the decision-making process, creating overlap that can help protect all users.  

To fully realize the benefits of each SS element, state DOTs must have the tools and mindset to effect the paradigm of change. This leadership awareness and buy-in will be critical to infuse SS practices throughout state DOT functions and the infrastructure project lifecycle. Well-articulated benefits of the SS approach and practical suggestions for implementation will ease the burden of SS implementation among state DOTs. Lastly, effective means of communicating SS benefits and successes to all stakeholders will be a significant contributor to the durability of an SS-oriented culture.   

The objectives of this research are to (1) raise awareness among transportation agency leadership of the benefits of the SS approach, and (2) develop a toolkit of materials to implement, sustain, and institutionalize the SS approach throughout the stages of the infrastructure project lifecycle.

RESEARCH PLAN - Anticipated activities and deliverables may include but are not limited to the following: (PHASE I) Planning: (1) Identify communication strategies, technical guidelines, and other resources to be developed; this material should be based on current activities and available resources obtained from domestic and international sources; (2) Develop project communications plan and materials for state DOT leadership; (3) Develop toolkit plan; elements will include: (a) Specific proposed products, including a communications plan and materials for state DOT leadership, a scalable state DOT implementation framework, and an external communications and engagement plan, (b) State DOT pilot participation plan and proposed participants; (4) Prepare and submit Phase I interim report. (PHASE II) Execution of Initial Outreach and Draft Deliverable Development: (1) Following Phase I approval, conduct initial engagements, in format to be proposed by vendor, such as workshops and structured interviews (potentially in conjunction with existing American Association of State Highway and Transportation Officials (AASHTO) and Transportation Research Board (TRB) meetings); (2) Prepare summary report of engagement findings and insights; (3) Prepare draft toolkit materials;
(4) Gather input on draft deliverables from pilot states (a mixture of beginning, moderate, and experienced SS practitioners); (5) Prepare and submit Phase II interim report. (PHASE III) Concluding Engagements: (1) Following Phase II approval, conduct final engagements, in format to be recommended by the proposer, such as workshops and structured interviews (potentially in conjunction with existing AASHTO/TRB meetings); (2) Prepare summary report of engagement findings and insights. (PHASE IV) Draft Final and Final Deliverables: (1) Develop final tools and guidelines; at a minimum, project deliverables will include: (a) Strategic toolkit, including a communication plan and materials for state DOT leadership, a scalable state DOT implementation framework, and an external communications and engagement plan, (b) Conduct of research report, (c) Implementation memorandum; (2) Prepare final report that documents project activities and synthesizes themes and lessons learned from engagements; (3) Develop an implementation plan with recommendations for dissemination.

      <title>Impact of Rail Trespasser Fatalities &amp; Suicide on Mental Health and Safety Culture of Rail Transportation Workers</title>

      <description><![CDATA[Trespasser fatalities and railroad suicide are significant concerns of the rail industry and the Federal Railroad Administration. Approximately 289 individuals commit suicide each year on the U.S. rail system accounting for almost one third of the fatalities related to railroad operations in the U.S. Railroad carriers alone cannot solve this tragic loss of life. The proposed project will assess the impact of exposure to trespasser fatalities and suicide on the mental health, safety and perceived safety culture of railroad workers and related first responders, law enforcement, and others. Several measures designed to assess compassion fatigue, secondary trauma, awareness of common myths associated with suicide and corporate safety culture will be administered to a sample of railroad workers and other key first line responders who will be attending railroad safety briefings and a rail suicide awareness program. The proposed research is expected to benefit railroad employees and related personnel by documenting the impact of railroad trespasser suicide and fatalities on perceived safety culture and lead to creating a checklist for identifying the effects associated with these events. The project will also promote awareness of effects and possible prevention techniques for responding to these events.]]></description>

      <title>Institutionalizing the Safe System Approach in Transportation Planning and Programming

      <description><![CDATA[NCHRP Research Report 1181: Toolkit for Institutionalizing the Safe System Approach provides a toolkit for transportation and planning agencies with strategies to institutionalize the Safe System Approach (SSA) throughout planning and programming processes. Institutionalizing SSA focuses on system-wide opportunities for injury prevention that can offer broader impact than siloed or isolated safety efforts. The toolkit includes 30 unique tools organized into four themes. The toolkit is envisioned as a menu of options to meet agencies where they are in terms of their needs and readiness. Different strategies will be more appropriate in certain jurisdictions than others, and some tools are interconnected, designed to reinforce one another and create greater impact when used in combination. The toolkit should be of particular use to state, regional, and local agencies actively working to eliminate traffic-related serious injuries and fatalities.

 Roadway user safety continues to be a top priority for the FHWA, state departments of transportation, metropolitan planning organizations, and local transportation agencies throughout the United States. The SSA, initiated about 30 years ago internationally, has achieved significant safety improvements in jurisdictions where it has been adopted. The approach requires commitment and action by various stakeholders, including planners roadway system designers and managers, roadway users, law enforcement, and vehicle manufacturers, to build redundancies that protect roadway users and reduce roadway fatalities and serious injuries.

 Under NCHRP Project 08-171, “Institutionalizing the Safe System Approach in Transportation Planning and Programming” Fehr & Peers was asked to develop a toolkit to fill a critical gap by focusing on broader institutionalization, helping agencies assess, refine, and align their systems, funding strategies, decision-making processes, and project delivery practices with SSA principles. Phase I of the research included a literature review and focus groups with representatives from different sizes and types of transportation and planning agencies to develop a recommended framework for the toolkit. In Phase II, 30 tools for successfully institutionalizing the SSA were developed, tested by a focus group, and refined.

      <title>Applying the Safe System Approach to Transportation Planning, Design, and Operations in the United States

      <description><![CDATA[NCHRP Research Report 1135 presents a guide for applying the Safe System Approach among state departments of transportation (DOTs) and other transportation agencies. Based on extensive stakeholder outreach including practitioner focus groups, the guide covers six domains of practice in transportation safety, which users can draw from based on their organizational interests, competencies, and safety-oriented goals. The guide should be of particular use to state DOTs and any other transportation agency seeking to provide resources for transportation planners, designers, and operations managers to implement Safe System principles and make the systems under their jurisdictions safer. 

The Safe System Approach is a holistic approach that provides a framework for making the national transportation system safer. A Safe System is based on building and reinforcing multiple layers of protection to prevent crashes from happening and minimize the harm caused when crashes occur. This approach differs from conventional safety approaches, since it focuses on human vulnerability and designs a system with many redundancies to protect all transportation users. Despite increased interest in Safe System, few guidelines exist for transportation planners, designers, and operations managers for implementing a Safe System. For Safe System to be fully implemented, it must address not only infrastructure design but also vehicle design, policies and law, recognition of share safety responsibility, road user behavior, and public culture, all of which will require some degree of change. Research was needed to begin providing resources for transportation planners, designers, and operations managers to consult during safety problem identification, project development, and countermeasure selection. 

Under NCHRP Project 17-101, “Applying the Safe System Approach to Transportation Planning, Design, and Operations in the United States,” the University of North Carolina – Chapel Hill was asked to develop materials that would enable a range of professionals and organizations to adopt and implement the Safe System Approach in their work. Using extensive outreach to a variety of safety stakeholders, the research team identified strategies, practices, and policies for implementing the Safe System Approach in the United States then modularized them using six domains of practice integral to implementation.  The resultant guide provides safety teams with the foregoing resources and a Safe System Strategy Implementation Self-Assessment designed to offer insight into teams’ progress in implementing Safe System-aligned strategies across domains of practice.

      <title>RES2020-03: TERMINATED PROJECT - Developing Safety Measures and Thresholds for Highway Construction in Tennessee</title>

      <description><![CDATA[In recent years there has been increased emphasis on contractor safety culture. It is not sufficient to look at past safety records, but to anticipate future safety performance. To this end, TDOT is seeking to develop metrics and thresholds to serve as a basis for prequalifying contractors proposing to do business with TDOT. The initial step in the process of developing standards of safety performance is to understand the “state of the art” generally and in the context of transportation construction specifically.
	This work will be undertaken against a background of a knowledge and understanding of the reported injuries and fatalities in the industry based on analysis of reported workers’ compensation injuries as well as understanding the relative risks of individual projects.
	The establishment of safety metrics has been undertaken by a multitude of organizations and agencies. A major objective of the project is to survey the approaches suggested in the literature and undertaken by various private and public organizations with the aim of identifying the best of these metrics and the potential aspects of their application (i.e. suggesting thresholds).
	Additionally, detailed information will be provided on the nature and cause of fatalities and injuries in highway construction in Tennessee in recent years.

      <title>Traffic Safety Culture Research Roadmap</title>

      <description><![CDATA[NCHRP Research Report 1091 presents a research roadmap for promoting traffic safety culture (TSC) among state departments of transportation (DOTs) and other transportation safety agencies. The roadmap consists of 20 research need statements covering a broad set of research needs, since different agencies are at different stages of readiness for conducting TSC research. The need statements suggest projects that different agencies can undertake to shape their own organizational cultures, align their goals with those of their communities, and contribute to national traffic safety objectives. The roadmap should be of particular use to state DOTs and any other transportation safety agency seeking to understand TSC and identify relevant research needs to help build a positive TSC. 
As many states and localities adopt a vision of zero traffic fatalities, greater attention is being given to communication, collaboration, leveraging resources, and applying a systemic approach to traffic safety that requires a change in culture, both among road users and traffic safety agencies. This change in culture is tied to education, engineering, enforcement, and emergency services (hereafter, the 4E’s). The goal of a TSC is to develop a process for changing values and attitudes so that safety is part of every transportation decision, individual or organizational, for all users of the roadway transportation system. Promoting a positive TSC would support traffic safety goals by reducing risky behaviors and increasing protective behaviors, and by increasing public acceptance of other effective traffic safety programs. TSC is relatively new for traffic safety agencies, and these agencies do not typically have staff with TSC expertise. Furthermore, the lack of research on TSC has limited knowledge on how to apply TSC strategies either alone or in combination with the 4E’s. A TSC research roadmap could identify the critical research needed to identify practices, tactics, techniques, and tools that can be implemented by safety partner agencies. This roadmap could also address Strategic Highway Safety Plans and regional- or community-based safety programs and plans where a positive TSC could be a critical factor in eliminating traffic fatalities.
Under NCHRP Project 17-96, “Traffic Safety Culture Research Roadmap,” the University of North Carolina – Chapel Hill was asked to develop (1) a prioritized TSC research roadmap with stakeholder input that includes fully developed research problem statements suitable for submittal to NCHRP; (2) a communication plan to disseminate the research roadmap; and (3) a process management plan to systematically revisit research priorities to guide research and ensure its future relevancy. A total of 20 problem statements were developed, along with the communication and process management plans, with the roadmap indicating why each research need is critical to improving traffic safety, why it is important to safety partner agencies, and how these agencies could implement the results to improve traffic safety.
In addition to NCHRP Research Report 1091, four deliverables are not included in the published report but are available on the TRB website at trb.org by searching for NCHRP Research Report 1091. The deliverables are as follows: (1) a conduct of research report summarizing the entire research effort, available as NCHRP Web-Only Document 382, Traffic Safety Culture Research Roadmap; (2) a communications plan for fostering dissemination of the research roadmap; (3) a process management plan for monitoring implementation of the research roadmap; and (4) a research brief summarizing the project objectives, scope, and deliverables.]]></description>
