      <title>Artificial Intelligence for Drug-Involved Crash Narrative Analysis and Traffic Safety Insights</title>

      <description><![CDATA[In 2024, motor vehicle traffic crashes in the United States resulted in 39,345 fatalities and approximately 2.44 million injuries. Drug-involved driving has emerged as a significant and growing contributor to these crashes, yet unlike alcohol impairment, drug involvement remains difficult to detect due to the diversity of substances and their varying effects on driver behavior. Research indicates that more than 20% of drug-related crashes are erroneously recorded, compromising data accuracy and undermining effective policy responses. While most traffic safety studies rely on statistical approaches and quantitative data to identify crash severity contributors, these methods often fail to capture the nuanced circumstances surrounding drug-involved incidents. Manual review of crash narratives is inefficient and error-prone, and traditional keyword-based searches frequently miss contextual information, producing false positives and negatives. Although previous studies have demonstrated that crash narratives can reveal contributing factors difficult to obtain through conventional quantitative analysis, these efforts were limited to classic text mining techniques that consider only individual word frequencies without capturing language semantics. This research leverages advances in Artificial Intelligence and Natural Language Processing to systematically analyze crash narrative data, a historically underutilized resource to extract new insights about drug-involved vehicle crashes. The study aims to provide foundational evidence for addressing drug-involved crashes and improving traffic safety management while advancing methodological approaches for narrative-based crash analysis. Key findings and methodological innovations will be integrated into educational and outreach initiatives.]]></description>

      <title>National Impaired Driving Paid Media Campaign Evaluation

      <description><![CDATA[Alcohol-impaired driving is a leading cause of fatal crashes in the United States, accounting for 32% of all traffic fatalities in 2022. A 2022 National Highway Traffic Safety Administration (NHTSA) study found that 54% of drivers involved in a serious injury or fatal crash tested positive for at least one drug, with active cannabinoids (25%) and alcohol (22%) the drugs most commonly found for trauma center cases; and with 39% positive for alcohol and 32% positive for active cannabinoids for medical examiner cases in the study. 

NHTSA uses safety messaging campaigns to raise public awareness and reduce impaired driving behaviors. The "Drive Sober or Get Pulled Over" paid media campaign is mandated by Congress and conducted annually in two waves around the Labor Day and the winter holiday seasons. These holiday seasons are targeted because both are periods of increased impaired driving. This project will evaluate these paid national media campaigns. The most recent evaluation of this campaign was conducted in 2012, using telephone surveys. This project will update the survey methodology, as well as the questionnaire. Given that phone survey response rates have declined significantly in recent years, NHTSA intends to use a nationally representative online panel to conduct this survey. The questionnaire will be updated to focus on not just alcohol-impaired driving, but drug-impaired driving as well, which was not evaluated in previous survey evaluations. The objective of this project is to assess public awareness of the risks of DUI/DUID and the influence of campaign messaging on individual’s perceptions of risk and their self-reported DUI/DUID behaviors. Findings from this study will be used to assess how public awareness of the media campaigns relates to self-reported impaired driving behaviors, pre- and post-campaign. Findings will also be used to improve NHTSA’s future safety messaging campaigns and to inform other agency programmatic efforts to reduce impaired driving. In addition to assessing awareness, messaging, and behaviors, this task order will also compare results to previous evaluations.

      <title>Investigating  the  Impact  of  Enforcement  and Education on Reducing Drug-Impaired Driving</title>

      <description><![CDATA[The prevalence of non-alcohol drug use by drivers has increased in the last few decades, with marijuana becoming the leading drug detected in fatal crashes. In 2014, 20% of drivers tested positive for at least one drug in the National Roadside Survey of Alcohol and Drug Use by drivers, while the proportion involved in fatal collisions for those who tested positive is nearly double that at approximately 38%. Further challenges include the growing number of drugs and drug combinations that contribute to impairment and the lack of rapid, reliable, and affordable roadside tests such as those that exist for alcohol.
Several interventions to prevent impaired driving have been proposed to decrease alcohol and/or drug-related crashes, including lowering the legal limit for drunk driving, sobriety checkpoints, passage and enforcement of alcohol laws targeting selling, possessing, keg distribution, ignition interlocks for all offenders, zero tolerance for teen drivers and per se laws for drugs. Given the growing challenges of the impact of such substances, a comprehensive analysis of the impact of enforcement and education is essential. This research will design a survey to understand individuals' perceptions of strict enforcement and widespread education. We will perform descriptive statistics and empirical modeling based on the survey data. The output of this project will be a set of evidence-based policies that will direct us to promote safety by reducing drug and alcohol-impaired driving. Furthermore, this collaborative research can effectively help to reduce the impacts of driving under the influence by providing evidence-based public policy, engineering, education, and enforcement

      <title>Toolkit for Reducing Substance-Impaired Driving for the Last Leg of the Journey

      <description><![CDATA[The traffic safety community has worked for decades to put a taboo on substance-impaired driving. While there remains a great deal of work to be done, progress has been made in mitigating the substance-impaired driving problem. For example, in recent years there has been evidence of an increase in the number of individuals who drive to the end of a transit or commuter rail line, take transit or commuter rail into the city where they become substance impaired, and then return using transit or commuter rail. However, the last leg of the journey to arrive home often requires driving, thus exposing substance-impaired drivers and other road users to motor vehicle crashes. 
This scenario is especially challenging in suburban and rural areas that have limited alternatives to driving the last leg of the journey. In addition to transit and commuter rail stations, substance-impaired drivers may face similar challenges traveling the last few miles home from park-and-ride lots and airports. While progress has been made in reducing the overall number of impaired miles traveled, addressing safety concerns associated with the last leg of the journey remains a significant highway safety challenge. Research is needed to help state highway safety offices (SHSOs) and other stakeholders develop strategies to address this challenge. 
OBJECTIVE: The objective of this research is to develop a toolkit of practical strategies to help SHSOs and other stakeholders address challenges associated with substance-impaired drivers traveling the last leg of the journey.

      <title>Formative Research and Resources to Prevent Cannabis Impaired Driving Among Teens and Young Adults</title>

      <description><![CDATA[Driving under the influence of cannabis is illegal in the United States and remains a significant public health problem, particularly for young drivers.

Young cannabis users may perceive cannabis as a safe alternative to drinking and driving. Among high school students, cannabis impaired driving may be more prevalent than alcohol impaired driving. Almost half of teen drivers who use cannabis reported driving after using cannabis (Li L, Hu G, Schwebel DC, Zhu M. Analysis of US Teen Driving After Using Marijuana, 2017. JAMA Netw Open. 2020 Dec 1;3(12):e2030473). A random survey of nighttime drivers in British Columbia, Canada found that while 4.6% of all drivers tested positive for cannabis, the rate was highest (6.4%) among drivers aged 16–24 (https://www.ccsa.ca/sites/default/files/2019-04/CCSA-Cannabis-Driving-Implications-for-Youth-Summary-2015-en.pdf).

Despite the magnitude of this problem, there are still many gaps in our understanding of young adults’ knowledge, attitudes, and beliefs; the contexts in which they make the decision to drive while impaired; and what interventions are promising for promoting safer driving behaviors.

Research suggests that interventions focused on parental monitoring, knowledge, and support can help protect against risky behaviors, including driving or riding under the influence. Formative research that addresses adolescent and young adult social norms, attitudes, knowledge, and perceptions are needed to help prevent cannabis impaired driving. Similarly, it is also critical to examine the body of work describing interventions that involve parents of teens/young drivers, state highway safety offices (SHSOs), high schools, universities, employers, and others, along with the efficacy of them.

For the purpose of this project, (1) “cannabis-impaired driving” includes the use of impairing substances in conjunction with cannabis (poly-drug impairment), and (2) “parents of teens/young drivers” includes other caregivers.

The objectives of this research are to: (1) design and implement formative research to identify (a) social norms, attitudes, knowledge, and perceptions related to cannabis usage and driving for teens and young drivers (beyond teen years); and (b) evidence-based approaches and models to support parents of teens/young drivers, SHSOs, high schools, universities, employers, cannabis dispensaries, and others in talking with teens and young drivers about cannabis impaired driving and impaired driving laws; and (2) develop educational resources, interventions, and messaging that (a) support parents of teens/young drivers, SHSOs, high schools, universities, employers, cannabis dispensaries, and others in talking with teens and young drivers about cannabis impaired driving and impaired driving laws; and (b) provide information directly to teens and young drivers.]]></description>

      <title>Exploring Impaired Driving</title>

      <description><![CDATA[This project will analyze existing driving data as well as newly collected alcohol and driving data to explore the relationship between driver characteristics and observed driving impairment.  The project will occur in two parts with one component being conducted at the University of Iowa and the second part being conducted at Grinnell College.  The Iowa component will involve pulling together the existing data sets, identifying common data elements that can be analyzed across studies, developing research questions, analyzing the data and reporting.  This also includes plans to submit to the Transportation Research Board (TRB).  The Grinnell component will involve collaboration with Professor Ryan Miller and his two students who will be conducting analyses on the same driving data sets focused on cannabis impairment.  The role will be to support their independent analyses and publication of the data.]]></description>

      <title>National Roadside Survey</title>

      <description><![CDATA[A major component of addressing the impaired driving crash risk question is determining the incidence of drivers on the road with positive blood alcohol concentrations (BACs) and/or who have measurable amounts of drugs in their system. Five "national roadside surveys" were conducted on the incidence of impaired drivers on the road in 1973, 1986, 1996, 2007, and 2013-2014. This research project will provide current data on the incidence of alcohol-positive, and drug-positive, drivers through a national roadside survey planned for 2025. The methodology will largely follow from the most recent surveys, but it will strive for more representative samples of drivers. In addition, NHTSA is concerned about increasing numbers of fatalities among pedestrians and other vulnerable road users. Understanding the scope of alcohol and drug use among these road users will inform countermeasure development. Because of this need, NHTSA will also obtain data from road users other than drivers, such as pedestrians, bicyclists, and electric scooter riders, at the data collection locations. It will also pilot test a methodology for conducting a roadside survey without drivers, focused on these other road users as participants. This study also allows for an optional task for additional testing attitudes and awareness of traffic safety issues, human subjects testing and/or validation studies with newly developed behavioral test batteries or technology.]]></description>

      <title>Cost-Benefit Evaluations of Detection Methods for Driving Under the Influence of Drugs (DUID)</title>

      <description><![CDATA[Drug-impaired driving is a significant and growing traffic safety concern. Policies to deter driving under the influence of drugs (DUID) require sound scientific evidence. Deterring DUID requires accurate roadside screening and detection for drugs. Drug screening and detection methods based on oral fluid samples are increasing. However, this approach is limited by the accuracy of screening technologies to identify the recency of drug use and to assess whether the amount of drug detected may be impairing.
The Drug Evaluation and Classification (DEC) program trains officers to serve as Drug Recognition Experts (DREs), who assist patrol officers in determining drug impairment. The use of DREs is limited by substantial training time and costs, as well as a progressive reduction in the DRE force in recent years. A shortage of DREs has been identified in several states as the main limitation of the program.
Advanced Roadside Impaired Driving Enforcement (ARIDE) training provides officers with skills to identify and detect drug-impaired drivers and has the potential to bridge the gap between Standardized Field Sobriety Testing (SFST) and DRE training. Providing ARIDE training to as many patrol officers as possible is a way to address the DRE shortage.
Because every resource has a cost, the optimal design, implementation, and use of policies should be guided by what is scientifically and economically sound. Economic evaluations of policy alternatives should help decide which strategies can reasonably be implemented.
The objective of this project was to perform a comparative cost-benefit analysis of three DUID detection methods: oral fluids, DRE, and ARIDE. ]]></description>

      <title>Develop and Test Drug Positive Driver Detection Cues</title>

      <description><![CDATA[For decades, the National Highway Traffic Safety Administration (NHTSA) has worked with law enforcement to develop strategies to detect impaired drivers on the road. Much of this work has focused on drivers who are impaired by alcohol, but NHTSA is also conducting extensive research on drivers impaired by drugs other than alcohol. This study focuses on examining the feasibility of providing law enforcement officers with specific cues for detecting drivers positive for a potentially-impairing drug, other than alcohol, with a focus on driving under the influence of marijuana. To develop and test a set of cues to detect individuals driving under the influence of marijuana, this project will review previous drugs and driving performance research, the NHTSA Drug Recognition Expert database, and conduct ride-along with law enforcement officers to develop potential cues. The cues will be driving behavior-based but may also include cues related to after an officer has stopped a driver. The cues will be based on decision theory and the probability of cues being related to driving and behavior of marijuana-positive
drivers. Once NHTSA approves a set of cues for field testing, the project will work with law enforcement agencies to use these cues while they are on patrol. Researchers, who are riding along with officers, will approach drivers after an
enforcement stop and invite them to participate in the study, and to provide a biological sample via an on-site oral fluid test device to determine present use of marijuana. The study determine the probability of separate cues and sets of cues to accurately predict marijuana use of drivers. The project will document the study in a final report and develop basic training materials for use by law enforcement.]]></description>

      <title>Lay People's Understanding about Alcohol and Drug-Related impairment</title>

      <description><![CDATA[Many substances, such as alcohol, cannabis, illicit drugs, and some prescription drugs, have the potential to impair driving ability, making it imperative to examine people’s understanding and judgments about these impairing effects and their influence on driving. While previous research has shed some light on this topic, this project aims to fill these gaps in the literature by conducting an experimental study to address lay people’s understanding of alcohol and other drug-impairment and impaired driving: What judgments do lay people make about their own and others’ alcohol and other drug-impairment and impaired driving? How does people’s understanding and/or judgments vary by drug type? What is the influence of situational factors on people’s judgments about alcohol- and other drug-impairment and impaired driving? What is the relationship between people’s level of understanding and their judgments about impairment and alcohol- and other drug-impaired driving? To address these questions, the project will recruit participants from an appropriate existing research panel, develop impaired driving-related vignettes for the experiment, develop a questionnaire that gathers information related to the research questions including participants’ general knowledge and understanding of the issue and their judgments of the vignettes, conduct the data collection, analyze the data and produce a final report on the findings. This research has important implications for the traffic safety and will also be useful in informing future research, developing behavioral safety countermeasures, and improving other impaired driving-related systems and processes.

      <title>Strategies to Address Misreporting of Impaired and Distracted Driving in Motor Vehicle Crashes

      <description><![CDATA[Statistical and analytical models have been widely used to predict the counts and probabilities of crashes at roadway locations with historical crash data. Estimating unbiased models is critical in accurately predicting the counts and probabilities of crashes and allocating funds for traffic safety improvement. However, underreporting or overreporting certain behaviors in crash data, specifically alcohol and/or drug-impaired driving and distracted driving, may result in problematic model estimation results. Underreporting and overreporting impaired and distracted driving can also affect other areas that rely on reported crash data, such as drug recognition expert training, high-visibility enforcement, where to employ saturation patrols, existing laws on cell phone use, and marijuana legislation. Although previous studies have been developed to investigate the effects of misreporting crash data on crash prediction models, most existing studies rely on simulated data, which can be difficult to validate in real-world situations.

 BTSCRP Research Report 19: Strategies to Improve Reporting of Impaired and Distracted Driving in Motor Vehicle Crashes provides procedures for determining the extent of misreporting impaired and distracted driving crashes, as well as methods to improve the reporting of impaired and distracted driving in motor vehicle crashes. Misreporting comprises a variety of issues, including underreporting, overreporting, errors in crash data recording, and misclassification. Guidance and methodologies developed as part of this research will help states and local jurisdictions identify the misreporting of impaired and distracted driving and improve crash data collection and analysis. This report will be of interest to state highway safety offices and other stakeholders concerned with improving the reporting of impaired and distracted driving in motor vehicle crashes.]]></description>

      <title>Support for Research on Forensic Toxicological Laboratory Testing and Reporting Practices</title>

      <description><![CDATA[Comprehensive and consistent toxicological data is needed to better inform our understanding of the potential of drug-impaired driving as a public health problem. It is also essential to increasing the effectiveness of law enforcement and adjudication efforts in drug-impaired driving cases to make America’s roads safer for the public. Until recently, there has been no systematic implementation of guidelines for testing and reporting that public and private forensic laboratories should adopt. To help address this gap, an expert panel of toxicologists published "Recommendations for Toxicological Investigation of Drug-Impaired Driving and Motor Vehicle Fatalities" in the March 2018 issue of the Journal of Analytical Toxicology. These voluntary guidelines provide standardized lists of drugs, matrices (blood, oral fluid, urine, etc.), and cutoff levels for testing. 

The National Institute of Justice (NIJ) Office of Investigative and Forensic Sciences is the Federal government’s lead agency for forensic science research and development, as well as for the administration of programs that facilitate training, improve laboratory efficiency, and reduce backlogs. The purpose of this inter-agency agreement (IAA) is for the National Highway Traffic Safety Administration to provide support for NIJ's efforts to evaluate the potential of forensic toxicology laboratories to implement the guidelines for drug-impaired driving cases. 

The objectives of this IAA are to (1) determine the appropriateness of the Guidelines (2) evaluate whether sufficient information is obtained and whether valuable information is lost; and (3) examine the reasonableness of “stop testing” policies.]]></description>

      <title>Examine Issues with Prosecuting DUID Cases</title>

      <description><![CDATA[The objective of this project is to examine and document challenges faced with the criminal justice system during the prosecution of drug-impaired driving offenses and detail potential solutions to those challenges. The project will first develop a plan detailing data collection and analysis for obtaining information from people involved in, knowledgeable about, or who have had experience with drug-impaired driving cases. The plan will include accessing archival documents such as arrest records and/or court records to examine what information is available to prosecutors, and importantly, what information is not available or is inadequate. The project will produce a report that synthesizes what is learned. The report will examine the range of important challenges faced by prosecutors in drug-impaired driving cases and will thoroughly discuss potential solutions. The resulting information will help those in the criminal justice system improve the ability to effectively prosecute drug-impaired driving cases.]]></description>

      <title>Examine Clinical Research Evaluating Drug Effects on Behavioral Performance Tests</title>

      <description><![CDATA[In 2016 the National Highway Traffic Safety Administration (NHTSA) funded research to demonstrate the Tiered Assessment Protocol by performing a full evaluation of the two drugs (cannabis and Alprazolam). In 2017 the US Food and Drug Administration (FDA) Center for Drug Evaluation Research developed guidance that provided nonbinding recommendations for drug development researchers to evaluate the risk of impaired driving using a tiered assessment protocol identical or similar to the one developed by the expert panel. For the current project, NHTSA seeks to perform a scoping review of the research designs, procedures, and results of clinical drug studies that employed the Tiered Assessment Protocol to examine how drug researchers are implementing the FDA guidance for evaluating drug effects on operating a motor vehicle. This project will perform a scoping review of clinical studies evaluating the potential impairing effects of over-the-counter and prescription drugs on behavioral performance tests (including driving). This project also will summarize the quantity and quality of the available clinical studies, by discussing study designs and results, how researchers implemented the 2017 FDA guidance, and how they employed the Tiered Assessment Protocol and/or similar protocols to evaluate the drugs.
