      <title>Determinants of Electric Vehicle and Public Charging Infrastructure Adoption in Baltimore, MD: Investigation and Policy Implications</title>

      <description><![CDATA[In an effort to reduce the environmental impacts of the transportation sector and to reduce reliance on fossil fuels, policies supporting electric vehicle (EV) adoption are being implemented at all levels of government across the nation. Past studies have noted that the most important location for EV charging is at home, followed by work, and then public locations. However, in Baltimore City, where only 14% of Baltimore’s housing stock are single family detached homes and dedicated parking is limited, home-based charging may be an option. Thus, the objectives of this study are to understand factors such as residential location and socioeconomic characteristics that increase the likelihood of EV adoption in Baltimore City and quantify the utilization and users of public EV charging stations. To accomplish the objectives, a GIS EV user and EV public charging station accessibility and equity analysis will be conducted at the census tract level. Additionally, a survey will be distributed to EV users in Baltimore city to understand the factors that lead to the purchase of an EV. Video surveillance will be used to collect information on the utilization of public EV charging stations. By linking license plate data to residential location, we can imply the rate of home-based and non-home-based charging trips. Finally, the results of the study will be used to develop a prioritization metric for determining future public EV charging locations.

      <title>Crime Prevention through Environmental Design (CPTED) for Public Transit Stations</title>

      <description><![CDATA[Crime Prevention through Environmental Design (CPTED) uses design principles to engineer safer spaces through management of both built and natural environmental features. CPTED principles aim to reduce chances and fear of criminal activity through design of spaces that both deter criminal activity and build community. Vacant lots, poor lighting, uncontrolled access, and lack of monitoring can be ameliorated to design spaces in which people feel – and are – safer. CPTED is multi-disciplinary in nature and has evolved from analysis of spaces, to include social relations and overall livability of areas. Public transportation can be an attractor of crime, and safety is cited as one barrier to public transportation. This project will examine CPTED practices in place in state DOTs and local transit agencies serving Wilmington, Delaware, Philadelphia, Pennsylvania, and Baltimore, Maryland. As part of the project, the research team will catalog CPTED practices already in use, even if outside of a comprehensive CPTED framework. The team will develop a CPTED checklist for rail and bus stations based on existing literature and analyze CPTED features in place at transit stops/stations in high and low crime areas of cities chosen in consultation with state and local stakeholders. The work will be accomplished through site visits, interviews with state DOT staff and local transportation agencies, and review of transportation station design standards. Based on findings, the team will develop a set of practices and priorities for integrating CPTED into transit station design to fill gaps identified through the study.

      <title>Bicycle Justice or Just Bicycles: Analyzing Equitable Access to Baltimore's Bike Sharing Program</title>

      <description><![CDATA[Baltimore recently launched the Baltimore Bikeshare Program (BBSP) by installing fifty docking stations at strategic locations around the city. BBSP administrators and advocates anticipate expanding the program in the near future after they gain knowledge of system usage patterns. To ensure that BBSP makes efficient use of its limited financial resources and provides all city residents with equitable access to low-carbon mobility, this research will evaluate BBSP trip data alongside land use to determine whether diverse populations, defined by socio-economic and racial demographics, are afforded access to the new system. The results of the analysis will inform policy and land use planning recommendations for the future expansion of BBSP and the city’s bicycle infrastructure. When she announced BBSP, Mayor Stephanie Rawlings-Blake called it a critical part of the city’s “network of sustainable transportation options (Campbell, 2016).” Beyond BBSP’s environmental and economic benefits, sustainable urban transportation infrastructure must also promote just outcomes by providing equitable access to all residents and users (Mercier, 2009). Equity is a frequently overlooked criteria in urban sustainability efforts, and this research will spotlight justice as a core urban land use and design principle (Agyeman, 2013). It can be difficult for decision-makers to conceptualize the justice-related impacts of land use and transportation programs, so the goal of this research project is to inform and enhance the sustainability of BBSP from an equity perspective (Wheeler, 2013). Several obtainable objectives will help reach that goal. First, the research will identify best practice examples of bikeshare programs from other cities where the program design and implementation delivered equitable outcomes. The research will also develop and execute a novel justice-centered methodological framework to analyze BBSP outcomes using Big Data from individual bike trips and system user demographics. Following the Big Data analysis, the research will identify locations in Baltimore where future phases of BBSP could expand and offer improved access to underrepresented populations. Another outcome is a policy analysis that will evaluate the tradeoffs between station locations and public policy alternatives to improve the equity of BBSP. The results of the policy analysis will be useful for land use planners and decision-makers as they use the city’s limited financial resources to grow BBSP and associated on-street infrastructure.]]></description>

      <title>Developing Delaware's Agenda in Transportation within the Northeast Corridor</title>

      <description><![CDATA[While the Northeast transportation corridor is a key economic driver in the national economy, its resiliency depends on its ability to respond to multimodal transportation pressures and issues. Although considerable scholarly research and dialogue regarding challenges facing the Northeast transportation corridor, there is an unmet need to identify, understand, and better aggregate data on specific issues impacting the area between Philadelphia, Pennsylvania and Baltimore, Maryland. Delaware's agenda within the Northeast transportation corridor needs to be developed to understand potential threats and opportunities, which may impact or enhance the resiliency of multimodal transportation systems within this region. The purpose of this project is to advance multimodal transportation planning to (1) frame the transportation issues impacting Philadelphia-Baltimore area, (2) foster an integration of ideas and cooperation among multi- and inter-jurisdictional transportation stakeholders, and (3) develop Delaware's transportation agenda with respect to the Northeast corridor. To accomplish this, the research approach will consist of an analysis of perspectives of regional transportation stakeholders for various modes in the Philadelphia-Baltimore area, a review of literature specific to Northeast corridor transportation studies within the Philadelphia-Baltimore area, a preliminary analysis of the literature review, and plan and execute a briefing workshop to bring together/engage regional transportation agencies and stakeholders to discuss Delaware's transportation agenda targeted to the Northeast corridor. The preliminary analysis will be distributed via an online, downloadable format to select transportation stakeholders. A working paper will be prepared to incorporate input from stakeholders at the briefing workshop.]]></description>
