Alternative Construction Contracting Mechanisms for Transportation Projects in the US Northeast Region

The primary goal of this project is to increase stakeholder education and support wider adoption of the Design Build (DB) contracting method by transportation owners in New Jersey and the Northeast region. DB has been utilized widely across the construction sector over the last 20 years, with notable benefits on schedule performance and design innovation. In the state of New Jersey, DB became available through the “Design-Build Construction Procurement Act” on April 2021.

OBJECTIVE: The intended outcome is a comprehensive report and presentation that can guide transportation agencies and bidders in New Jerseyy through the DB method, differences and challenges across states, and steps to implement and increase DB efficiency in their organizations through changes in procurement processes, stipend allocations, selection processes or request for proposal (RFP) requirements.

Northeast Transportation Research Consortium (NTRC)

The American Association of State Highway and Transportation Officials (AASHTO) Research Advisory Committee Region 1 presents this Transportation Pooled Fund (TPF) initiative to enhance collaboration among member states. The purpose is to provide a method for Peer Exchange support annually by: (1) Planning and conducting Northeast Transportation Research Consortium (NTRC) meetings to identify priorities and opportunities for peer exchange planning purposes; (2) Conducting an annual multi-state peer exchange for up to three NTRC member state hosts on topics of their choosing, in which each host state will need written approval from their respective FHWA Division office.
SCOPE OF WORK: It is anticipated that the funds will be used to acquire a contractor who will be responsible for leading the organization of an annual peer exchange, meeting and travel logistics for participants, facilitation, writing the peer exchange report, and pooled fund documentation. Each year’s host states will play a large role in the pre-exchange planning and organization.
