Development of Inventory and Asset Management Systems for Complete NEPA-Required Environment Mitigation Project in Wisconsin

Environmental mitigation projects such as stormwater systems, wetland replacement, stream restoration, reforestation, sound walls, replacement wildlife crossing structures, etc. must be properly maintained, and when necessary rehabilitated or reconstructed. Failure to keep these resources fully operational and effective can result in violations of project-specific NEPA or permit conditions. In this study, researchers will use Wisconsin Department of Transportation (WisDOT) records and pertinent local information to compile an inventory and a common database of state-constructed mitigation projects. They will select representative case studies for condition assessment and interview key personnel for these projects. This data will then be used to develop best practices and strategies for implementing an asset management approach to Wisconsin’s environmental mitigation projects. The resultant mitigation projects inventory will provide a tool for WisDOT to incorporate and maintain as a part of long-term facilities maintenance planning.
